Which tarot cards indicate fear?

moon

The Moon – this is the classic fear card.  The Moon is the unknown, the scary things that go bump in the night that we cannot see, and the projection of fear based on your past experiences.  This card is often interpreted as “danger” and deception – things are not as they appear to be.

tower

The Tower – The Tower is fearful as well. With an frightening image of figures falling from a flaming tower, it conjures up all sorts of anxious feelings.  The Tower is the fear of change, the fear of not being in control, and fear of failure.  Reversed, I interpret this as “Chicken Little” – irrational fear (the sky is not falling).

nine of swords

Nine of Swords – here we see a figure, sitting up in bed with his head in his hands. Worry, fear, and sleepless nights.  This represents obsessive thinking and amplified anxiety.  The energy is “getting all worked up.” This can also be interpreted as scary dreams.

Although those are the big three for fear, there are other cards that can represent anxiety as well:

three of swords

Three of Swords – traditionally, this card is more about loss than fear but it can indicate a negative mindset.

five of pentacles

Five of Pentacles – this unhappy card can indicate “poverty consciousness” or the fear of going broke.

five of swords

Five of Swords – this card is normally interpreted as conflict and ruthless ambition – but I’ve seen it be an accurate representation of “fear of loss,” especially in work related questions.  It’s been a common card when people are dealing with a hostile takeover at work.

fool reversed

Fool reversed – the fear of taking a risk.  Hesitation.  An inability to take a leap of faith.

ten of swords

Ten of Swords – fear of being ruined.  Being afraid of an ending.

Special note:  The Devil and Death – although neither of these cards represent fear on their own, they often invoke a fearful response when a reader turns them over.  The strong imagery may look scary but the Devil is related to negativity and bondage, whereas the Death card is usually associated with change and transformation.
